What is Stroke Medicines Access Program?
The Department of Health (DOH) in collaboration with the Stroke Society of the Philippines (SSP) under the leadership of Dr. Ma. Cristina San Jose and Jose R. Reyes Memorial Medical Center (JRRMMC) lead by Dr. Jose Navarro, implements the DOH-Stroke Medicines Access Program (StrokeMAP) in February 2016. The Program aims to make Human Recombinant Tissue Type Plasminogen Activator or Alteplase be accessible to all clinically eligible stroke patients in all participating DOH hospitals.
In this program, the DOH will seek not only issue on the unavailability of essential medicines in government hospitals but also to bring down the prices of drugs. The DOH procured 1,043 vials projecting a year supply of this innovative medicine. Alteplase in private hospitals costs as much as Php 80,000.00 per vial while in public hospitals the said drug costs Php 50,000.00 Pursuant to the Cheaper Medicines Act of 2008, allowing the DOHexert its effort through price negotiation with innovative companies to allow access of the poor to expensive patented medicines.
The DOH, JRRMMC and SSP have also conducted training program prior to the delivery of the said medicine to all healthcare providers involved in the StrokeMAP to make sure that this will be administered correctlyto patients based on the standard protocol
To improve health outcomes of all clinically eligible patients suffering from acute ischemic stroke.
- To provide access to Human Immunoglobulin for Kawasaki disease patients especially the poor Filipino children
- To prevent further complications like coronary abnormalities (heart damage)
- To reduce mortality rate especially among children.
How to avail the program?
The following steps are the critical period of the treatment. Alteplase must be administered within 4 hours of stroke onset:
Signs of possible stroke – F.A.S.T.
F – Face Drooping
A – Arm Weakness
S – Speech Difficulty
T – Time is Brain. Go to the hospital immediately
